The Franco-German plan for a €500 billion “recovery fund” has been welcomed with superlatives such as “Hamiltonian,” “stunning,” “a game changer” and the somewhat slightly less hagiographic “surprisingly ambitious.” In actual fact, it is just a damp squib.
